Tom Kiedrowski is a senior regulatory and competition specialist with 30 years’ experience advising across UK and European economic regulation, competition policy, conduct supervision and compliance, and strategic market reform. Over his career, he has held senior executive leadership and regulatory roles across public sector watchdogs, government departments, utility operators, and advisory practices.

At the Payment Systems Regulator (PSR), Tom helped establish the Supervision and Compliance Monitoring Division, where he designed the risk based compliance monitoring framework for national payments infrastructure. He previously led the PSR team responsible for designing remedies to address harms identified in the card acquiring market review and led the PSR team on the Financial Services and Markets Act 2023 reforms. As Director of Market Reform at Ofwat, he directed the major regulatory programme that successfully opened the UK retail water market to competition.

During a senior secondment to the Department for Business as Deputy Director, Tom was a core member of the government team that established the Competition and Markets Authority (CMA) and founded the UK Competition Network (UKCN). He also co-authored the UK Government’s *Principles for Economic Regulation*.

Earlier in his career at Ofcom, Tom led major workstreams on access regulation, EU regulatory reform, and served as Project Director of Better Regulation, while formulating policy on net neutrality as well as co- and self-regulation across digital media and telecommunications. His background in public policy and regulatory affairs spans roles at the London Investment Banking Association (LIBA, now AFME), BT plc, representing industry in Brussels at the European Competitive Telecommunications Association (ECTA), and founding the Regulators’ Alliance for Progressing Infrastructure Development (RAPID).

Tom has operated as an independent strategic adviser and board chairman. His interim leadership roles include Director of Strategy and Regulation at Bristol Water and Head of Policy at the Law Society of England and Wales.

He is the Chairman of the Golden Leaves Funeral Planning Trust.
